The primary objective of the College of Engineering is to foster a creative learning
environment that will:

1.  prepare engineering students to support the needs of industry and,

2.  develop new technologies and services that will improve tomorrow's economy and environment.

H. Scott Hinton

College Dean

Scott Hinton is Dean of the College of Engineering and Professor of Electrical and Computer Engineering. He is very active in the scientific and engineering community where he has published over 35 journal articles and 85 conference papers. He has also been awarded 12 patents. He was an IEEE LEOS Distinguished Lecturer for 1993 – 1994 and is a Fellow of both the IEEE and OSA. He has also served as the President of Conferences for IEEE – LEOS. His current research is focused on developing systems applications of smart pixels and free-space optical interconnections, biophotonics, and in developing and understanding technology-enhanced learning environments.

 

Chris Hailey

Associate Dean

Christine E. Hailey is an Associate Dean in the College of Engineering at Utah State University. Her responsibilities within the College include supporting the research infrastructure, budget issues, assessment, and faculty development. She is Director of the National Center for Engineering and Technology Education, an NSF-funded Center for Learning and Teaching. She is a member of the ADVANCE-US team, an NSF-funded program to address issues that impact female faculty's effectiveness and satisfaction in the four engineering and science colleges at Utah State. She also is a Co-PI on an NSF-funded project entitled "Learning Companions as Change Agents: Improving Girls' Self-Efficacy Beliefs in Learning Math."

 

Jagath Kaluarachchi

Associate Dean

Jagath Kaluarachchi is a professor in the Department of Civil and Environmental Engineering and Utah Water Research Laboratory. His specialties include hydrology, water resources planning and management, risk-based decision analysis, and water quality. He is a Fellow of the American Society of Civil Engineers (ASCE) and an Associate Editor of Journal of Hydrologic Engineering. He is an active member of ASCE and currently the Chair of the Watershed Council. He has worked on research projects totaling more than 2 million dollars and has received many research awards. Jagath has significant experience in international water resources in Middle East and Asia. He has published over 60 journal manuscripts, and taught short courses and delivered seminars in many parts of the world.

 

Wynn Walker

Associate Dean

Wynn Walker is a Professor of Biological and Irrigation Engineering and Associate Dean for the College of Engineering. His specializations include the design, simulation, and evaluation of surface irrigation systems as well as introduction of computer-oriented training programs to irrigation agencies and projects in the third world. He has developed a comprehensive software package for optimizing surface irrigation management which is being produced for the National Engineering Handbook by the US Department of Agriculture. He has directed international projects in Egypt, Thailand, Morocco, Ecuador, El Salvador, India, and the Dominican Republic.

 

Peggy Cooper

Accountant

Peggy Cooper is the College of Engineering Dean's Office Accountant III.  She has been with the Dean's Office since fall of 1998.

 

Melanie Ivans

Administrative Assistant to the Dean

Melanie Ivans is the Executive Assistant to Dean Hinton.  She graduated from Utah State University with a BS degree in English.  Melanie has worked at USU since May 2000.

 

Les Seeley

Systems Administrator

Les Seeley provides cutting edge, reliable computer software and teaching tools.  He manages computer and engineering software support in the Open Access PC Lab, teaching classrooms, Dean's Office, Advising Office, and tutor systems.  Les strives to offer tools necessary for success to students and faculty engaged in teaching and research. 

 

Jeremy Raisor

Staff Assistant

Jeremy Raisor is an Office Assistant for the College of Engineering.  He functions as both an accounting assistant and part of the development staff.  Jeremy has worked for the Dean's Office for two years reconciling scholarship accounts and handling donation acknowledgement correspondence.  He earned a dual Bachelor's degree in Finance and Economics from Utah State University.  He is working towards his Masters of Business Administration (MBA) degree and plans to graduate with honors in May 2009.

 

Jennifer M. Carroll

Publication Specialist

As the Publication Specialist, Jennifer M. Carroll proofs and edits proposals, searches for grant opportunities for faculty, maintains the College of Engineering website, and photographs college events.  She earned her BS degree in English from Utah State, and is working toward her MA in American Studies.
